Remove OU from sponsor with no affiliations left

tkm requested to merge GREG-411-check-for-sponsors-with-no-affiliations into master

Previously we removed (manually added) OUs from sponsors that do not have the ANSATT affiliation. This ignores the edge case where a previous employee is now a guest, but still needs their sponsor access. We will now only remove OUs from sponsors that do not have any affiliations at all.
