Since there is no code style lets use PSR-12

- PSR4 autoload all classes except modules.
- Explicit declare what is used by classes.
- Composer define what PHP modules are used.

- Remove included ARC2 lib.
- Replace static included library from /vendor. No
autoloading, yet.

Also, moving script as a class to 'classes'
fixing bug in Utils
creating static dir

TODO: include app-level params, such as root, as well as provenance
data (where was this application originated, at which time it was
collected, etc.)
