Fixed header.inc (Haanga bug)

Haanga doesn't support variables starting with 'end' (reported at
https://github.com/crodas/Haanga/issues/14)
Use of {{base.sparqlendpoint.local}} in the meantime

Adding better error report when sqlite is not writeable.
