The change enables you to disable cron by uninstalling it while
still have cron files in the cron directory. This is useful if
you want to trigger the cron jobs from outside the container.

Chmod throws error if you start a read only container image.

Due to problems with hipages/php-fpm_exporter needs direct access to
fpm status page due to problems going through the filtered Nginx-proxy.
