Refactors things to new syntax while not changing anything

Code for registering a new guest has been moved to
register/stepRegistration.tsx to make room for multiple routes in
register/index.tsx.

Allows changes to start- and end date for guest roles. A new endpoint
has been added to the ui api for doing PATCH request to support this.
The max days of each role type is respected.

Issue: GREG-72

Register page now fetches OUs the sponsor has access to.
Sponsor page now shows the sponsor's active and waiting guests.
