PTE-7: FIX integrationstest

UiB: The sak_id(251054) that where used were Avsluttet (got status 'A'), 'Avsluttet' sak is not possible to update (we tried to change tittel)
UiO: New database (copy from prod) required to change config locally (see commit msg for more info)
