Create option to split get_all_stillinger query on stilling_id

Trond Aasan requested to merge split_get_all_stillinger into master

DFØ SAP have problems when there are meny stillinger. Their recommended solution is to do multiple get requests instead of trying to get all stillinger in a single query.
