Update cerebrum-client and point to int-pypi

UiO-INT recently got its own pypi server, which they publish packages to. This means that we can point directly to them instead of pointing to a mirror in gitlab.

In addition we update to the latest version of cerebrum-client which includes some missing name variants that caused validation errors for UiT.
