Deploy MerMEId Docker image at the NREC infrastructure

Develop a Docker-compose file for running the service with a persistent data directory. Additionally set up a cronjob for nightly backups that will be pushed back to this Github repository.

Eventually some sort of a (SSL terminating) reverse proxy and a DNS entry would be needed.
